The build also goes for an early TC, so it's imperative to keep scouting to keep tabs on your opponent. As soon as your mill and lumber camp reach 20 tax collected, collect them with your official and immediately return to supervising your collection structures. Key to this build is using your first 2 officials to collect the gold needed for your first age up. Thought I'd jot down a rough outline of the build in a format that I hope is easy to understand.
